Heat 2 tbsp ghee in a pan.

Add suji and roast on low flame until aromatic and light golden.
In the same pan, add 1 tbsp ghee.
Add grated carrots and sauté for 3–4 minutes until soft.
Pour in milk and cook carrots until milk reduces slightly and carrots are fully cook.
Add roasted suji slowly, stirring continuously to avoid lumps.
Cook on low flame until the mixture thickens.
Add sugar and mix well.
The halwa will loosen—keep stirring until it thickens again.
Add cardamom powder and saffron.
Fry cashews and raisins in a little ghee and add to halwa.
Cook until halwa leaves the sides of the pan and ghee starts to separate.
Garnish with tuitty fruity and enjoy yummy halwa.
