Mix flour, salt, and ghee until crumbly. Add water gradually to make a firm dough. Rest for 30 minutes. Roast the khoya on low heat until lightly golden. Cool completely.
Mix the cooled khoya with sugar, coconut, nuts, raisins, and cardamom.
Divide dough into small balls and roll into 4-inch discs. Fill each disc with 1–1½ tbsp filling.
Seal the edges using water and shape by hand or with a gujiya mould. Deep-fry over low to medium heat until crisp and golden brown.
Cool before serving. Store in an airtight container.
