Mix the flour and refined flour in a plate. Add the ghee and water little by little to knead a soft dough. Cover and let it sit for a while.
For the filling, soak the chana dal for 2 hours beforehand. Separate it from the water and put it in a pressure cooker. Add 1/2 cup of water and place it on the stove. After one whistle, reduce the flame and turn off the gas after 4 minutes.
When the dal cools down a bit, grind it finely. Now put the dal in a pan. Reduce the flame to low and add the jaggery and cook it with a spoon until it dries. Add cardamom powder and nutmeg powder.
Now put it on a plate so that the mixture cools down. Now make a small ball of dough and roll it out a little. Place the prepared dal mixture in the center. Carefully close it and roll it out to the size of a roti. Heat the pan. Add the prepared roti and fry it on medium to high flame, applying a little ghee all around it, until it turns pink. Make all the puranpulis in the same manner.
